Mr. Deng Nanping, a nationally certified first-level construction engineer and Master of Laws from Wuhan University, previously worked in a construction group for many years in construction, road and bridge construction, and cost estimation. He possesses a thorough understanding of technical specifications and industry practices. He directly participated in the drafting and formulation by the Ministry of Housing and Urban-Rural Development of the Measures for the Identification, Investigation and Punishment of Illegal Acts such as Subcontracting and Illegal Subcontracting in Construction Projects (Trial) and the Measures for the Administration of General Contracting of Housing Construction and Municipal Infrastructure Projects (Draft for Comments). He participated in discussions on the Regulations on Government-Social Capital Cooperation in Infrastructure and Public Services (Draft for Comments) drafted by the Legislative Affairs Office of the State Council, the National Development and Reform Commission and the Ministry of Finance; the Supreme People's Court's Interpretation (II) on Issues Concerning the Application of Law in the Trial of Construction Contract Disputes (Draft); and the Ministry of Housing and Urban-Rural Development and the State Administration for Industry and Commerce's Construction Contract (2017 Model Text) and subcontracts, as well as the General Contracting Contract for Construction Projects (Model Text) and subcontracts, with some of his recommendations being adopted.
