Mr. Li Guoliang has been practising since 1997, with practice areas covering corporate law and practice, criminal defence, and government administrative legal affairs. He has long served as legal counsel to various provincial and municipal government departments and agencies, including the Provincial Department of Education, the Provincial Department of Civil Affairs, the Guard Bureau, the Zhengzhou Grain Bureau, and the Xinxiang Grain Bureau. He also serves as special legal counsel to large state-owned enterprises including the Central Plains Publishing Group and Zhengzhou Coal Group, and is a member of the Legal Expert Pool of the CPC Zhengzhou Municipal Committee. He has led the provision of comprehensive legal services for the restructuring, equity structure design, and capital increase of multiple companies, including the restructuring of Zhengzhou Transportation Group, the restructuring and capital increase of Zhongmu County People's Hospital, the trusteeship operation of a mining company in Dengfeng, and the acquisition and restructuring of a public secondary vocational school in Xinmi by Yiji Group. He has also managed multiple mixed-ownership corporate bankruptcy liquidation cases, including the bankruptcy liquidation of Zhengzhou Coal Group's Shangqiu Zhongya Chemical, the bankruptcy liquidation of Zhengzhou Coal Group's Yingqing Chemical, and the bankruptcy liquidation of Lingbao Huabao Industrial Group. He possesses extensive practical experience and solid theoretical foundation. He has received numerous honours including Advanced Individual in the National Party Member Excellence and Innovation Drive, National Model Party Lawyer in the Legal Profession, Outstanding Lawyer of Henan Province, Outstanding Communist Party Member in the Henan Legal Profession, Zhengzhou Lawyer Special Contribution Award, and Outstanding Lawyer of Zhengzhou.
