Frank is a senior partner in JunHe’s corporate and M&A practice group. He also co-chairs JunHe’s life sciences and healthcare practice group.

Frank has played key roles in many M&A, financing and joint venture deals, assisting clients from deal structuring, due diligence, documentation, negotiation to closing and post-closing integrations. He not only advises multinational companies, state-owned companies, public companies and equity funds, but also helps the financing and business development of many small and medium sized companies. He has solid experience in life science, healthcare, manufacturing, FMCG, high-tech and Internet sectors.

In the life science and healthcare industry, Frank renders a wide variety of legal services needed in the industry, encompassing full enterprise lifecycle and full product lifecycle: (i) private equity, M&A, joint venture and capital market transactions, (ii) regulatory and compliance matters in relation to licenses and permits, manufacturing compliance, market access, anti-corruption, anti-monopoly, human genetic resources, advertising, data protection, pharmacovigilance, export control and customs law, and (iii) the structuring, drafting, revision and negotiation of license-in/out, co-development, contract manufacturing/services, commercialization and other business development deals. As a veteran lawyer for 20+ years, Frank has represented numerous drug and device companies, brands of cosmetics and other health products, bio-techs, bio-pharmas, CXOs, goods and services suppliers, as well as strategic and private equity investors, and has become a preferred choice among clients for his reliable quality and service.

Frank is also experienced in compliance law and practice, especially in anti-commercial corruption, promotion and distribution compliance, D&O liabilities, NMPA compliance, human genetic resources compliance, border control law as well as international trade and customs compliance. He helps many clients to establish and improve their compliance regime, carry out internal investigation and answer to the dawn-raids from regulatory agencies. He is versed with the enforcement trends and risk mitigation tools to reduce the civil, administrative and criminal liabilities for his clients. He regularly speaks on hot regulatory topics.
