Mr. Kebing Chen (Kobe) has extensive experience in international trade, customs administration over imports and exports, import and export duties, trade control (licenses and export control), customs investigations, penalties, administrative appeals and litigation, as well as providing criminal defense for smuggling, statutory inspection and quarantine related crimes.

Mr. Chen has provided compliance services to numerous leading state-owned, private, and multinational enterprises relating to imports and exports. His expertise covers customs import and export clearances, import and export duties and customs valuations, HS classification, country of origin, bonded business (such as processing trade/bonded processing and bonded logistics), and duty reduction/exemption (including duty-free business). He is also proficient in areas such as free trade zone (e.g., customs comprehensive bonded zones) and facilities (e.g., bonded warehouses), cross-border e-commerce, customs border protection for intellectual property rights, import/export restrictions (licenses) and export controls, customs statutory commodity inspection (including safety supervision on food imports and exports) and quarantine (e.g., animal/plants and their products and sanitary quarantine relating to human health).

Mr. Chen has assisted many clients in successfully and appropriately responding to customs audits, investigations, administrative penalties, and seeking remedies through customs voluntary disclosures, administrative appeals and lawsuits.

Criminal defense for smuggling crimes and escaping customs statutory inspection and quarantine crimes is also one of his major practices, and he has achieved high recognition from his clients in many high-profile cases.
