Career

He is a practicing lawyer specialising in Administrative Law since 1977.
Over the years, he has developed extensive professional experience in legal advisory work, the preparation of studies and legal opinions, the drafting of regulatory proposals, urban planning and management instruments, and contentious-administrative litigation.

He has also had a prominent academic career, teaching and researching at the Autonomous University of Barcelona and later at Pompeu Fabra University, where he was a tenured professor of Administrative Law until June 2015. He is the author of several monographs and articles on administrative law, urban planning, local government, the environment, and public oversight of economic activities.
He frequently speaks at seminars and conferences in Spain and abroad, and taught in the Master’s in Territorial Policy at Carlos III University of Madrid for 20 years.
He was the co-founder and director of the postgraduate programme in Real Estate and Urban Law and the director of the Master’s degree in Land, Urban Planning, and Environmental Law at Pompeu Fabra University. He also taught Law at the Open University of Catalonia (1997–1998) and was a visiting researcher at Stanford Law School (USA) in 1992–1993.

Education

He holds a Law degree with honours from the Autonomous University of Barcelona (1977). He earned his PhD in Law cum laude from the same university (1989). His thesis was titled The Legal Regime of Non-Developable Land.
