Regulatory & Legislative Impact

Strategic Harmonization of Logistics Frameworks (QAFL & Qatar Chamber)

Under the auspices of the Qatar Association for Freight Forwarding and Logistics (QAFL) at the Qatar Chamber of Commerce, Rafik Ghraizi spearheaded the drafting of the Unified Terms and Conditions for the multimodal transportation sector. This comprehensive framework aligns Qatar’s national logistics operations with the international standards of IATA and FIATA, covering air, sea, and land transport. By establishing these unified standards, Mr. Ghraizi has provided the Qatari shipping and logistics industry with a robust legal foundation, ensuring contractual clarity, risk mitigation, and seamless integration into the global supply chain.

Digital Trade Leadership (ICC Qatar & MLETR)

As a key contributor to the ICC Qatar (International Chamber of Commerce) taskforce, Mr. Ghraizi played a pivotal role in drafting the Model Law on Electronic Transferable Records (MLETR). This landmark legislative project is transformative for international trade, as it grants electronic documents—such as bills of lading and promissory notes—the same legal standing as their paper counterparts. His contribution to the MLETR draft law is central to Qatar’s transition into a regional digital trade hub, drastically reducing transaction costs, enhancing transparency, and fostering a frictionless environment for cross-border commerce and digital banking.
