Crypto residency programs: which countries actually accept Bitcoin for a visa?

The ideal scenario for an international crypto-nomad is to travel at will with every expense funded entirely by on-chain assets. As digital assets grew and became a multi-trillion-dollar asset class, a niche market of immigration consulting firms sprang up around the globe, selling Bitcoin Visas and Crypto Citizenships.

The reality behind crypto immigration

There is a significant gap between the marketing and the administrative reality. Even though relocation to crypto-friendly countries is widely promoted, the majority of the world’s immigration systems remain fiat-first. Currently, only two countries have directly integrated blockchain technology into their immigration or residency systems: El Salvador and Bhutan. In all other places, the crypto part of the deal is done by third-party middlemen. So, even if your payment is in Bitcoin, the relevant government is still receiving conventional bank transfers in USD or EUR. The first step to making a sound investment is understanding exactly who handles the coins.

El Salvador – the only crypto-native citizenship program

In 2021, El Salvador became the first country to officially adopt Bitcoin as legal tender. Then, in December 2023, it reaffirmed its commitment with the introduction of the Freedom Visa. As of today, it is still the only citizenship-by-investment program in the world that is based entirely on cryptocurrency.

Key program facts:

  • Investment: $1 million non-refundable contribution, which can be paid in Bitcoin (BTC) or Tether (USDT).

  • Mechanism: The program operates through a true wallet-to-wallet transfer mechanism.

  • Timeline: Processing is notably fast; in most cases, it takes only six to eight weeks.

  • Dependents: Spouses and children can be added to the application for a fee of $999 per person.

  • Quota: The program is subject to a strict limit of 1,000 participants per year.

    The Freedom Passport grants visa-free entry to up to 135 destinations, including most of Europe, Singapore, Japan, and South Korea. El Salvador is highly favourable for crypto investors from a tax perspective: it operates a territorial tax system where foreign-sourced income is generally not taxed, and there is no capital gains tax on Bitcoin.

    Candidates should also be aware of recent regulatory changes. In January 2025, as part of the closure of a $1.4 billion IMF financing package, El Salvador modified its Bitcoin Law. Among other things, the amendments abolished the requirement for businesses to accept Bitcoin, and the legal tender status was adjusted to comply with international standards on transparency and AML/CFT (anti-money laundering and countering the financing of terrorism). The Freedom Passport is still a separate program. However, a rapidly shifting regulatory environment is a key reason to seek professional guidance before committing $1 million.

    Bhutan — a blockchain-backed digital nomad visa

    In early 2026, the Kingdom of Bhutan launched a notable blockchain-backed digital nomad visa. This initiative, handled by the Gelephu Mindfulness City Authority (GMCA), is a pioneering example of using a sovereign token as a residency instrument.

    How the Bhutanese Visa Works:

  • The deposit: Applicants need to deposit $10,000 in TER tokens, which is refundable.

  • The technology: TER is a sovereign token backed by gold and issued on the blockchain of Solana. Every token equals a share of physical gold locked in Bhutanese vaults.

  • Fees: To this, one must add a $2,800 annual fee, which is not refundable.

  • Duration: The visa is valid for one year and is renewable for up to two years in total.

    This is a temporary residency permit instead of a path to citizenship like El Salvador. There are no minimum income requirements or compulsory periods of stay. Bhutan’s overall plan is definitely one of the strangest in the world; the country mines Bitcoin using its abundant hydroelectric energy and holds substantial BTC reserves. Nevertheless, it is worth mentioning that the walled-garden approach means you must acquire the TER sovereign token rather than investing in widely held assets like BTC or ETH directly.

    Crypto-friendly programs where agents convert to fiat

    Other than these two countries, being crypto-friendly typically means a licensed agent acts as a liquidity provider. The agent takes your crypto, converts it to fiat, and pays the government in the required currency — making it, in effect, an indirect transaction.

  • Vanuatu: Bitcoin has been accepted by licensed agents as a payment method for the Development Support Program (DSP) since 2017. Donations start at $130,000. Keep in mind that as a result of a December 2024 decision, Vanuatu citizens no longer have visa-free access to the Schengen Area, significantly reducing the passport’s travel value.

  • Antigua and Barbuda: In 2018, this Caribbean country changed its CBI Act to include crypto as a source of funds. Agents convert assets to USD daily.

  • Dominica and Saint Lucia: Both countries have the same agent-conversion model, which enables investors to liquidate their holdings to fund government donations or real estate investments.

  • Saint Kitts and Nevis: They recognize crypto holdings as proof of net worth during the due diligence phase; however, the actual investment has to be made in fiat currency.

  • Hong Kong (New CIES): Hong Kong has allowed the use of crypto holdings as proof of wealth since early 2025. However, after approval, investors are required to convert those assets into qualifying traditional investments within the territory within six months.

  • Turkey: The government insists that the $400,000 real estate investment should be in USD/TRY, but the entire crypto-to-fiat conversion process is usually done by the specialized agents who accept crypto and carry out the conversion in order to complete the transaction.

    How to think about your options as a crypto investor

    Selecting the right program means looking beyond the ‘pay with Bitcoin’ headline and evaluating the underlying strengths of each residency.

  • Instant native citizenship: If your main goal is to keep your wealth on-chain until the point of payment and to obtain a second passport, El Salvador is currently the only fully on-chain option.

  • The “Web3” lifestyle: If you are a digital nomad with an appreciation for blockchain technology and desire tranquility surrounded by nature, Bhutan offers a distinctive, if short-term, experience in sovereign tokenisation.

  • Worldwide freedom of movement and tax minimization: If you are willing to convert your crypto to fiat, your options expand substantially. Countries such as the UAE or the Cayman Islands may not accept Bitcoin for visa fees directly, but their zero-tax environment for crypto profits may offer a stronger long-term return than a direct crypto programme.
