Career
Javier advises on Competition Law, energy regulation and environmental matters. He has experience in merger control and sanctioning proceedings before the CNMC and the European Commission. He has advised companies on sanctions before OFAC (particularly in relation to Iran and Russia) and has also been actively involved in administrative and European litigation (General Court and Court of Justice of the EU), as well as in compliance programmes.
He is particularly recognised for his expertise in the energy sector, with a strong focus on competition, regulation and sustainability. He has served as legal counsel at the European Commission for the management in Spain of ECSC levies, Executive Director of the journal Gaceta Jurídica de la UE y de la Competencia, and as a board member of both the Spanish Association for the Study of European Law (AEDEUR) and the Spanish Association for the Defence of Competition (AEDC).
Javier has also been a principal associate at Spain’s leading European and competition law firm and an executive at one of the country’s main energy companies, where he headed the Regulatory, Competition and Sustainability Department within the Legal Division. He currently serves as Secretary to the Board of Directors of several energy companies in the natural gas and power cogeneration sectors. He has also been an adviser to the Government of Bulgaria on its accession to the EU (European Commission “Phare” Programme), an Honorary Professor at the Faculty of Law of Universidad Autónoma de Madrid, and a member of the legal committees of CEOE, AOP and Fuels Europe.

Law degree from Universidad Autónoma de Madrid. Postgraduate Diploma (DEA) in EU Law from Université de Droit, d’Économie et de Sciences Sociales – Paris II Panthéon-Sorbonne. Diploma in Competition Law from the Master’s in European Law at Universidad Carlos III de Madrid.
