Pedro is a recognised authority in competition and economic regulation, acknowledged by Chambers and Partners and Legal 500. With more than 25 years of experience, he has been a pioneer in antitrust litigation and a trusted adviser in regulated sectors.

For over 25 years, Pedro has advised on competition law and economic regulation. Chambers and Partners and Legal 500 rank him among the most prominent lawyers in his field in Spain. He has advised clients in administrative proceedings, civil and administrative litigation, internal investigations and compliance programmes, corporate transactions and commercial contracting. He was among the first to develop civil litigation arising from competition law infringements in Spain and is recognised as an authoritative voice in regulated sectors such as waste management, the agri-food chain and payment systems.

Before founding rēgula in 2024, Pedro was head of the Competition and Commercial Contracts department and a member of the management committee at one of Spain’s top law firms.
