Career
Samah Shammout is a seasoned legal expert and the acting Partner at the Corporate and Commercial Department at Abu Sharkh & Shammout Advocates and Legal Consultants. She holds both a Bachelor’s and a Master’s degree in Law from the University of Jordan, with a specialization in private law, specifically marine law. Her strong academic foundation is complemented by over two decades of high-level legal and regulatory experience.
Samah began her career in the public sector, where she played critical roles in Jordan’s financial and regulatory institutions. She served as a Legal Consultant at the Central Bank of Jordan for nine years and later became the Acting Director of the Legal Consultations Office. She then joined the Insurance Commission of Jordan as a Legal Counselor and subsequently as Director of the Supporting Services Supervision Department, overseeing the licensing and regulation of insurance intermediaries and bancassurance operations.
She also led the Research and Strategic Planning Department at the Commission, where she was responsible for coordinating and implementing strategic initiatives, developing the organization’s capabilities, and conducting key studies aimed at advancing Jordan's insurance sector.
Samah later served as the Head of the Legal Department at the Social Security Investment Fund. Her work there involved overseeing legal matters related to investment, financial regulation, and governance. Since transitioning to private practice, Samah has applied her expertise to a wide array of legal domains, including insurance, banking, corporate law, employment law, procurement and bidding, financial regulations, legislative drafting, and investment law.
Her contributions extend beyond advisory work. Samah has participated in and led various high-level committees responsible for dispute resolution, regulatory reform, and sectoral development. She played a vital role in implementing national frameworks such as anti-fraud insurance schemes, private health insurance systems, and the national agricultural insurance initiative. She has also contributed to committees managing the liquidation of banks and exchange companies.
Her exceptional contributions to the public sector were recognized through her nomination for the Distinguished Leader Government Employee Award by the King Abdullah II Center for Excellence.
Samah is also a frequent speaker at both national and international conferences and has completed advanced training in insurance, banking operations, corporate governance, anti-money laundering, insurance fraud, and leadership.
