Graduate of the Faculty of Law and Administration at the University of Warsaw, the American Law School at the University of Warsaw, the University of Florida, and the Faculty of Law at the University of Bonn, where he completed a one-year scholarship under the Magister Iuris Comparativi program. From 2008 to 2017, served as a research fellow at the Justice Institute, focusing on law in action in civil law, corporate law, and civil procedure.
From 2006 to 2015, he held successive roles as Legal Counsel, Senior Legal Counsel, and Director of the Studies and Analysis Department at the Government Legal Office (Prokuratoria Generalna). From 2015 to 2017, he served as Deputy Minister of State Treasury, responsible for reforming the Government Legal Office and overseeing state-owned assets, personally supervising companies in the aviation sector, including PLL LOT S.A. From 2017 to 2019, he was Government Plenipotentiary for the Central Communication Port (CPK). Between 2018 and 2019, he served as Secretary of State at the Ministry of Infrastructure, overseeing the entire aviation and drone sector in Poland. From 2019 to 2024, he was Chairman of the Supervisory Board and subsequently CEO of Central Communication Port Ltd. From 2024 to 2025, he was a member of the Presidential Council for Strategic Development Projects. Since 2025, he has served as a Permanent Arbitrator, Mediator, and Conciliator at the Arbitration Court of the Government Legal Office of the Republic of Poland.
Specializes in national and European investment processes, particularly in infrastructure projects, construction law, the regulatory environment for the TSL sector in Europe, compensation law, real estate law, commercial law, contract negotiations, litigation, and alternative dispute resolution methods.
