Position

Anthony has considerable experience in town planning law, environmental law, building law (especially under the Buildings Ordinance (Cap. 123) and its subsidiary legislation), public and administrative law, land law (including compulsory resumption of land), misconduct proceedings involving medical and dental professionals (on behalf medical and dental professionals and their professional bodies), insurance law, contract law and tort law. His practice also involves a wide range of advisory work.

Having practised for over 46 years, Anthony has appeared frequently in all levels of court and statutory tribunals such as the Appeal Tribunal (Buildings), the Town Planning Appeal Board, The Medical Council of Hong Kong and The Dental Council of Hong Kong, with leading overseas and local silks, leading juniors and alone.

Anthony sat as a Deputy District Court judge from August 1991 to January 1992 and served in the Bar Council of the Hong Kong Bar Association from 1983 to 1985 and 2005 to 2008. He has been a member of the Bar Free Legal Service Scheme Management Committee from 2016 to 2024 and the Standing Committee on Bar Scholarship since 2016.

Anthony was admitted into the Honourable Society of Lincoln’s Inn in 1975 and was called to the Bar of England and Wales in 1978. After serving pupillage with Nicholas Hall Freeman in the chambers of John Hazan, Q.C., JP, at 4 Brick Court, Temple, London, he returned to Hong Kong and was called to the Hong Kong Bar in 1979. He then served pupillage with Mr Kemal Bokhary Q.C. (later the Honourable Mr Justice Bokhary, GBM, NPJ) and was a member of Mr Bokhary’s chambers before he went to the bench.
