Founding Partner

Cristian Freire Holguín is a founding partner of FDP Legal and leads the firm's Public Law and Infrastructure practice. With over 15 years of experience in public law, infrastructure contracting, administrative litigation, and strategic legal counsel for public and private entities, he advises clients on state contracting, regulatory compliance, and legal risk prevention in complex public projects.

He has served as legal advisor on large-scale infrastructure and mobility projects, including public-private partnerships (PPPs), road concessions, and public transport systems. He represents clients in administrative disputes and has extensive experience handling sanctioning proceedings and disciplinary investigations before Colombian authorities.

His career reflects a deep understanding of the intersection between public policy and legal structures, and he is recognized for his ability to design practical and innovative legal strategies aligned with institutional goals. He is a lecturer and speaker at academic and professional forums on public procurement, infrastructure law, and administrative justice.
