Career
Randy is widely regarded as a specialist in criminal work, along with a practice in family law and public law.
In addition to his extensive experience in defending criminal cases, he is also regularly instructed by the Department of Justice to prosecute on their behalf. Whether as trial or as appellate counsel, he is particularly recognised for his pragmatic and robust approach in defending a wide range of serious criminal charges including dangerous drugs offences, money laundering, commercial crime, explosives offences, sexual offences, public order offences, homicide, and cases involving human rights and civil liberties dimensions. He is also particularly experienced and sensitive to clients’ needs in handling cases involving young offenders.
He has conducted trials and appeals on all court levels, both as led junior and on his own right. Randy particularly enjoys jury advocacy and stands out with his human and effective approach in achieving favourable outcomes for his clients. He is experienced in challenging expert forensic evidence over diverse areas such as explosives, clinical psychology, neurology, telecommunications, computer forensics, DNA, video identification, etc. He has also rendered advice on and is familiar with criminal legal issues concerning cryptocurrencies and digital assets.
On the civil side, his main areas of practice are family law and public administrative law. Randy is experienced in handling disputes over matrimonial assets and child arrangements. For six years, he was appointed as a tutor of Matrimonial Practice and Procedure course at the University of Hong Kong’s Post-graduate Certificate in Laws program. As a married father of two young children, he is particularly sensitive to the high emotional stakes for both adults and children in the break-down of families. He brings with him extensive experience and meticulous preparation in handling witness cross-examinations in contested matters.
Randy’s public law and regulatory practice spans over advising and appearing in judicial review applications, election petitions, licensing and regulatory tribunals, professional disciplinary tribunals, SFC investigations and prosecutions, and various administrative appeal tribunals. He is particularly familiar with immigration and refugee matters and is regularly instructed to advise and represent non-refoulement claimants in judicial review applications, appeals to the Torture Claims Appeal Board, and at the initial screening stage.
