Public law

Fanny Mahler is a public law specialist and a partner in the Energy & Infrastructure group at Linklaters Paris.

Fanny advises clients on the regulatory framework applicable to both the development and operation of their activities (e.g., administrative authorisations, regulated contracts with public bodies, etc.) and helps them secure any required legal documentation to ensure the bankability of such activities.

Additionally, Fanny advises client on issues relating to public procurement law (concessions, public contracts, complex contractual arrangements) including tendering procedures (such as competitive dialogue processes), state aid law, public sector companies (governance, transactions involving the capital of publicly owned companies), foreign investment and regulated sectors (including, energy, telecommunications, transport, health and defence).

Fanny co-heads the Diversity, Equity and Inclusion Committee of the Paris Office.

Fanny holds master’s degrees in public Economic Law and European Business Law from the University of Paris II and is a graduate of the Institute of Public Business Law.
