Richard has more than 20 years' experience of securing planning consents for major infrastructure projects in the clean energy, transport and commercial sectors. For both promoters and third parties he has advised on more than 20 Nationally Significant Infrastructure Projects (requiring Development Consent Orders), including energy (solar / battery storage, wind, hydrogen, energy-from-waste, LNG), transport (highways, airport) and commercial projects. He advises several solar and renewables developers across the UK in respect of securing planning permission or Development Consent Orders (DCO) for large scale (20MW - 1GW) energy generation and storage projects. Richard has a considerable experience of all stages of the planning and regulatory processes for infrastructure projects having advised on pre-application matters, project strategy, compulsory acquisition strategy and environmental assessment requirements; undertaking advocacy at DCO hearings; and advising on legal risks and legal challenges. Richard has also advised on several projects requiring Transport and Works Act Orders (TWAOs), Compulsory Purchase Orders (CPO), Harbour Revision Orders (HROs), hybrid bills, Section 36 Electricity Act consents, and advises on planning applications and planning appeals for major commercial developments including housing / urban extensions, leisure (sports stadia, theme parks, hotels), retail / mixed use, data centres, and over-station development. .
