Scott Samuel is an Of Counsel of Fire & Frost Consulting.  Mr. Samuel is a London based lawyer who has wide ranging commercial experience and has advised sponsors, governments and lenders on a number of complex national and international transactions.

Mr. Samuel has worked for a number of leading international law firms in London and Singapore and was a Banking & Finance Partner in the London office of a leading US law firm.  His transactional experience includes acting for:

Consortium of investors on the proposed acquisition of Forbes, including fund structuring arrangements; A private family office in relation to their disposition of significant gold assets in Kazakhstan; The international lenders in relation to the financing and acquisition of an international portfolio of generation assets; A European multilateral lending institution in connection with the development and financing of a Renewable Energy Fund.

Project Finance

The sponsors in relation to the development and financing of the US$3,700,000,000 Ras Laffan C Water and Power Project in Qatar. The sponsors in relation to the development and financing of the Medgaz pipeline project (between Algeria and Spain). 

Debt Rescheduling

The secured creditors to a Thai telecom’s company, in relation to the refinancing of its US$1,300,000,000 debt facilities, including extensive negotiations with IFC. The international commercial creditors to a significant Asian business group, in relation to the restructuring of its US$13 billion debt facilities.
