Managing Partner

Victoria Penkova is the Managing Partner at Penkova & Partners Law Firm, bringing over 35 years of distinguished legal experience in construction and real estate, corporate and commercial law, and litigation. She has been instrumental in shaping Bulgaria’s legal framework, particularly in infrastructure development, corporate transactions, and dispute resolution.

Her practice spans the entire lifecycle of construction and real estate projects, advising both local and international clients on urban planning, administrative appeals, contract drafting and negotiation, and FIDIC contracts. Victoria is an experienced litigator, representing clients in commercial, administrative, and arbitration proceedings, with a strong focus on construction and tax-related disputes.

She plays an active role in alternative dispute resolution as a Dispute Adjudicator on the FIDIC National List at the Bulgarian Association of Consulting Engineers and Architects (BACEA). Victoria is also the Co-Founder and Chair of the Bulgarian Society of Construction Law (BSCL) and a Council Member of the European Society of Construction Law (ESCL).

In addition to her legal practice, Victoria contributes to the academic and professional community through teaching and publishing. She lectures on Construction Contract & FIDIC Conditions of Contract and Legal Framework of Construction at the University of Architecture, Construction and Geodesy in Sofia.

She is known for her in-depth knowledge of the local commercial legislation and regulations and for her prompt and creative solutions and legal advice to her clients, as well as her commitment and dedication to clients’ needs.
