Pedro Melo is a Partner at Miranda & Associados with more than 25 years of experience, focusing on Public Law & Regulatory and Energy & Natural Resources. His work spans administrative law, public procurement, concessions, regulatory frameworks, and the legal structuring of major infrastructure and energy projects.

He has been an active figure in arbitration and legal scholarship. Pedro is listed as an arbitrator in several arbitration centers, including those for administrative disputes, commercial matters, and sports law, in both Portugal and Brazil. He also serves as Guest Lecturer at the University of Lisbon Law School and has been a researcher at CIDEEFF since 2018. Additionally, he chaired the Administrative Law Commission of the International Association of Lawyers.

Pedro is a prolific author with numerous publications on administrative contracts, public procurement, risk allocation, concession agreements, force majeure, arbitration in public‑law projects, and the impact of exceptional circumstances on public contracts.
