Iulia is the founding Managing Partner of VASS Lawyers and is acknowledged as one of the Romanian leading experts in public procurement and public-private partnerships.

Prior to setting up VASS Lawyers, in 2008, Iulia was head of the Public Procurement Department of a top 5 law firm in Bucharest (2006-2008).

As a lawyer specialised in public procurement, concessions and PPP, ever since 2006, Iulia has advised a wide range of private investors and public bodies in all phases of the tendering process and project implementation, in significant projects with a strong impact on the country’s development, such as infrastructure, healthcare and education.

Iulia has helped bring to life public procurement projects ranging from smaller contracts to billion-euro projects, for the entire spectrum of domestic and international bidders, from SMEs or NGOs to Fortune 500 companies, as well as various public entities, state-owned companies, international and trade organisations.  She also has extensive experience in representing clients before the National Council for Solving Complaints and the competent courts in public procurement litigation.

Over the last two decades, Iulia has written, spoken, and been widely published on public procurement and public-private partnerships, maintaining an extensive publishing activity and a constant presence at national and international conferences in the field.

Iulia holds a Bachelor’s degree from the University of Bucharest Law School and an LLM with distinction in Public Procurement Law and Policy at the University of Nottingham. She also holds a Master’s degree in International Relations – Con ict Analysis and Resolution from the National School of Political Studies and Public Administration.
