Partner

Viviana Cavarra is a Partner at BLV – Belvedere & Partners, a position she has held since the firm's foundation. Her practice focuses on administrative law, with particular expertise in public procurement and concessions, public entities and companies, and public services of economic relevance.

In the area of public procurement, she advises both public contracting authorities and private clients — including developers who directly undertake public works in implementation of planning agreements — across all phases of the contract lifecycle, from design and tender through to contract execution, providing both advisory and litigation support.

She has also developed significant experience in public-private partnership (PPP) transactions, assisting public bodies and private investors in the structuring and implementation of complex operations.

Alongside her public procurement practice, she advises on private construction contracts and innovative contracting models in the construction sector, including project partnering and open book arrangements, in the context of real estate development projects.

She is a lecturer on the Master in Public Procurement and Contracts (MAC) at Politecnico di Milano, and the author of contributions to monographs and specialist journals in administrative law.

Prior to joining BLV – Belvedere & Partners, she gained over ten years of experience in administrative law at leading Milan law firms.
