Pérez-Llorca

Gonçalo joined Pérez-Llorca in 2024 as a Public and Regulatory Law associate in the Lisbon office. Between 2015 and 2024, he was part of one of the most prestigious public law teams in Portugal.

Before joining Pérez-Llorca, Gonçalo built his career within a leading Portuguese public law team, where he advised clients across various regulated sectors, including health, water and sanitation, energy, transport, infrastructure (such as airports) and gambling. He has extensive experience advising both public and private entities on constitutional and administrative law matters, with a particular focus on public procurement — including the monitoring of procurement procedures and the execution of complex administrative contracts such as concession agreements and public‑private partnerships. Gonçalo also possesses strong litigation experience, representing clients before administrative courts and arbitration tribunals in pre‑contractual disputes and matters involving the economic and financial rebalancing of concession contracts and public‑private partnerships. His practice further includes advising on public law matters in foreign jurisdictions, notably Angola and Mozambique, particularly in the context of international arbitration.
