His professional practice focuses on administrative and regulatory law, public procurement, infrastructure, telecommunications, energy, public-private partnerships and industry-specific regulation (health, education, food industries, construction and services). He has provided counsel to both private and public sector entities. Partner at Miranda & Amado since 2019, he joined the firm as a Counsel in 2018. Previously, he was an associate at Benites, Forno & Ugaz Abogados from 2000 to 2007 and a Partner from 2008 to 2018. Willy holds a law degree from Pontificia Universidad Católica del Perú and has completed the Master’ Degree Program in Regulation at Universidad Peruana de Ciencias Aplicadas - UPC. He has served as professor at the Law School of Pontificia Universidad Católica del Perú and has participated as a speaker at academic events in his area of expertise. He has authored several articles published in law journals.
