Career

Dimitar Delchev became partner in ADP-Eurolex in October 2023. He graduated from the law faculty of Sofia University St. Kliment Ohridski in 2008 and in 2009 received a post-graduate degree in English and European Union Law from the University of Cambridge. He has additionally specialized European Private Law in the European Law Academy, Trier, Germany and Constitutional and Administrative Processes, led by Prof. Sam Jacobson, Willamette University, USA. Dimitar also holds a Master of Business Administration from the American University in Bulgaria.

Dimitar has 17 years of experience in ADP-Eurolex as part of the Corporate team and recently heading the Energy and Real Estate teams. He is mainly engaged with the foreign clients of ADP-Eurolex, providing consultations on large-scale projects involving the setting up and servicing of the day-to-day business of companies, assisting with the development of renewable energy and real estate projects and dealing with client’s immigration and banking and finance issues. He is appreciated for his understanding of the clients’ business needs combined with case solving abilities.

His recent practice includes the incorporation of a joint venture between Israeli renewable energy developer and a leading Bulgarian construction company for the realization of EUR 20 mln. investment. He leaded our team for the incorporation of an Indian company in the area of education. Dimitar consulted a large investor on the sale of a commercial property with cultural heritage status in the Center of Sofia to Kaufland Bulgaria.

Between 2014 and 2016 and in 2021 Dimitar Delchev was member of the Bulgarian Parliament. He worked on the drafting and adoption of the 5th amendment of the Bulgarian Constitution as well as on numerous legal acts in the field of judicial reform, economy, technology, regional development, environment etc. In 2022-2024 he acted as ADP-Eurolex’s team coordinator in the drafting of amendments of the State Ownership Act and Municipal Ownership Act as well as on Council of Ministers’ Decree for setting up of a mechanism for implementation of the European Court of Human Right’s judgements against Bulgaria.

Between 2009 and 2018 Mr. Delchev was Chair of the International Moot Court Competitions Association – an NGO operating in the field of legal education. Currently Mr. Delchev is member of the board of Pan Blockchain Association – the crypto currency NGO in Bulgaria, and deputy chair of Bulgarian Mexican Industry Chamber and of Bulgarian Ukrainian Chamber of Commerce and Industry.
