Jiří Votrubec is the head of ROWAN LEGAL’s procurement desk and a specialist in public investments with a focus on ICT law. He provides comprehensive legal advice to both contracting authorities and bidders for public contracts, as well as to any entities in the implementation of projects related to ICT, construction or transport and logistics, at all stages of the procurement procedure (including representation in proceedings before the Office for Public Procurement) and in the subsequent implementation phase of the awarded contract.

He also writes professional articles and publications related to public procurement and lectures on the subject. Additionally, he is a co-author of the commentary on the current Public Procurement Act.

Jiří has many years of experience providing legal support in the preparation of tender documents in accordance with the Public Procurement Act, including the drafting of complex contractual terms and conditions for many major projects (in the field of ICT, construction, transport, etc.), with values reaching billions of CZK. He has also provided legal support to bidders for the most significant public contracts awarded in the Czech Republic, including projects co-financed by EU operational programs. In addition, he provides legal opinions on key public procurement issues and has extensive experience in proceedings before the Office for the Protection of Competition. Jiří also provides support to suppliers and contracting authorities in the implementation phase of contracts awarded under the Public Procurement Act. He provides his services in both Czech and English.
