Competition

Senior Lawyer. Ingeborg Maria Gundem specialises in competition law, state aid, public procurement and general EU/EEA law, with additional experience in regulated markets such as telecommunications and pharmaceuticals. She advises Norwegian and international clients across the full spectrum of competition law, including merger control, behavioural matters, restrictive agreements, abuse of dominance and strategic compliance.

Ingeborg has significant experience in complex national and cross-border competition matters, including merger control and issues relating to vertical arrangements, distribution systems, information exchange and data sharing. In 2025, she was seconded to Freshfields in London, where she worked on competition and regulatory matters, including submissions to the UK Competition and Markets Authority.

Prior to joining Arntzen, Ingeborg gained experience from both the EFTA Surveillance Authority and the EFTA Court, giving her valuable insight into EU/EEA regulatory and enforcement frameworks.
