Poul Schmith

Tom Holsøe is a partner and head of Poul Schmith’s IT and Digitisation department. Tom Holsøe advises businesses and authorities with special requirements in relation to IT projects, including in connection with procurement, outsourcing and dispute resolution. Tom's experience includes advice and dispute resolution in the largest public IT projects in Denmark. He also provides specialised advice on green IT, data and cyber security and data protection. His primary practice area is advising public authorities on organisation and completion of procurement under the EU public procurement directives. Tom also has extensive experience in drafting contracts in a range of fields, including IT contracts in particular. For several years, Tom has given lectures on public procurement and contract law. Tom has broad experience in complaint proceedings before the Complaints Board for Public Procurement and litigation before the Danish High Court and the Danish Supreme Court. He has also assisted in conducting a number of cases before the European Court of Justice. Tom is the chairman of our group of evaluation experts. In addition, he has conducted several cases before both national and international arbitration tribunals. He is a member of our Digital Opportunity Board and is one of the driving forces behind a number of our legal tech solutions, including tilbudsevaluering.dk. Tom is a qualified arbitrator having completed the Danish Bar and Law Society's Arbitrator Training.
