Vasco Xavier Mesquita became a partner in 2025. He is the co-coordinator of the firm’s administrative and public law and urban planning and environment teams.

His practice focuses on several areas of public law, particularly on public contracts. For more than a decade, he has provided regular legal advice to both awarding entities and tenderers on the several phases of procurement procedures, as well as on the performance of public contracts.

He mainly focuses his activity on assisting private and public entities in litigations related to works contracts.

Over the years, Vasco has developed his experience in construction contracts in several projects in Portugal and in Portuguese-speaking African countries, in the context of important investments in public infrastructures envisaged in those countries.

He regularly participates in conferences and publishes articles on public law. He is also a member of CAAD, the Portuguese center for administrative arbitration.
