Career

Ana Luísa Guimarães is a partner in the Public Law and Regulated Sectors practice at Gómez-Acebo & Pombo. 

She has extensive experience in administrative, public procurement and regulatory law, with a particular focus on infrastructure projects and regulated sectors such as water, waste, energy and mobility, as well as ESG matters.

Member of the Portuguese Bar Association. 

Member of APDE - Portuguese Association of European Law. 

Academic co-coordinator of the postgraduate course in Water Law and Waste Law, organised by the Institute of Legal and Political Sciences (ICJP) of the Faculty of Law of the University of Lisbon (since 2012). 

Education

Ana Luísa Guimarães has a law degree from the University of Coimbra. She has a postgraduate degree in Communication Law from the same university and a postgraduate degree in Administrative Litigation from the Catholic University of Lisbon. She has a master’s degree in Public Law from the same Catholic University (2011) and an Executive MBA from AESE Business School/IESE (2018).

Ana Luísa has been recognised over the years by the prestigious legal directories Chambers & Partners and Legal 500 in the areas of Projects and Energy & Natural Resources.  

She is the author of several articles in her areas of specialisation and frequently teaches postgraduate courses at the University of Lisbon.
