Legal Advisors, Abdulaziz I. Al-Ajlan & Partners in association with Baker & McKenzie Limited is especially active in the project finance space where it advises bank lenders, and corporates in mining, infrastructure, energy and petrochemicals projects. The firm acted as a legal counsel for Ma’aden in relation to the SAR4.2bn amortizing syndicated unsecured facilities made available to refinance its existing project finance debt. Additionally, Basel Barakat is advising Saudi Binladin Group on the SAR7bn multi-open Islamic facilities provided by a syndicate of banks to finance the construction of an infrastructure project. Ian Siddell and George Sayen are also recommended.

The Law Firm of AlSalloum and AlToaimi in association with White & Case LLP has several decades of experience in the Saudi market, and has been involved in several of the country's most prominent PPP projects, particularly in the energy and wastewater space. One key contact is Adam Pierson, who is advising Saudi Aramco on the procurement and tendering for the development and financing of the $1.1bn Fadhili residential camp. Pierson is also acting for FAST Consortium, a joint venture comprising companies from Spain, South Korea, Netherlands and France, as a successful bidder for the design, development and construction of the Riyadh Metro project. Doug Peel heads the firm's Middle East department and also leads the Saudi Arabia practice.

King & Spalding in affiliation with the Law Office of Mohammad Al-Ammar is instructed by procurement companies, government entities and development joint ventures in infrastructure, power and utilities projects. Abu Dhabi-based Tim Burbury is advising the Saudi Ministry of Municipal and Rural Affairs on the implementation of several PPP projects in the waste and environmental sectors. Usman Ahmad took an in-house position in 2018, and Dubai-based Leroy Levy left the firm for Squire Patton Boggs.

Al-Sudairi in association with Latham & Watkins LLP has experience of project finance and project development mandates involving conventional and renewable energy and power generation projects, as well as transport, telecoms and other public infrastructure developments. Salman Al-Sudairi is the managing partner.

Abuhimed Alsheikh Alhagbani Law Firm (AS&H) in co-operation with Clifford Chance has experience of PPP project finance and development, and has advised The General Authority of Civil Aviation on the privatisation of five international airports. Yasser Al-Hussain and Mohamed Hamra-Krouha are key figures in the department.

Acting for sponsors, lenders and government entities, DLA Piper in collaboration with Amer Al Amr Law Firm is among the market's most active firms in the power and water space, and has particular expertise in renewable energy projects. The regional projects and finance practice is headed by Dubai-based Trevor Butcher, who is advising Water & Electricity Company on the procurement aspects of a 3,000MW desalination plant, which is the second largest power project in Saudi Arabia. Further, Butcher is acting for Saudi Airlines Cargo Company in relation to the development of a new cargo terminal at King Khalid International Airport in Riyadh. Also of note, the team is assisting the Saudi Ministry of Energy, Industry and Mineral Resources with the development of the 400MW Dumat Al Jandal wind project, which is the country's first-ever wind IPP. Robert J. Harker joined the firm's Dubai office from Bracewell LLP in June 2018.

Faisal Adnan Baassiri Law Firm in association with Ashurst LLP has expertise in development mandates involving transport infrastructure, oil and offshore drilling developments and renewable energy projects. A cross-office team advised a renewable energy consortium led by JGC Corporation on its bid for the development of a 300MW solar PV project, and is also advising an international joint venture, as sponsor, on the development, financing, construction and operation of a major seawater desalination plant in Rabigh. Dubai-based Joss Dare heads the Middle East practice, and Faisal Adnan Baassiri acts as managing partner of the Jeddah office.

Law Firm of Hassan Mahassni In association with Dechert LLP is active in the energy and power production sector, and has particular expertise in the renewables industry where it advises on wind, solar and water projects. The team is jointly headed by legal advisers Rahul Goswami and Emad Zahrani, who are acting for EPC contractor SEPCO III Electric Power Construction Corporation Saudi Branch in relation to a power generation plant and desalination facility, which will service the city of Medina. The team is also advising ACWA Power and its EPC contractor, Mahindra Susten, on the establishment of a $300m solar power project.

Hatem Abbas Ghazzawi & Co. advises on project finance and development mandates in the oil and gas, renewable energy and public infrastructure sectors. The practice is headed by Ali W Abedi, who is instructed by Nabors Industries in its participation in a joint venture for the provision of certain onshore oil drilling services and the financing of manufactured oil rigs.

Jones Day in association with Ebrahim Alhabardi Law Office is headed by of counsel Ebrahim M. Al Habardi, who has considerable in-house and private practice experience of the development and operation of major Saudi infrastructure projects.

Khoshaim & Associates in cooperation with Allen & Overy LLP has particular strength in the project finance space where it acts for a range of bank lenders and investment corporations, but also has experience advising project sponsors. Practice head Karim Wali is advising Arab National Bank on the $1.2bn financing provisions for the development, design and construction of a residential area to house employees of Saudi Aramco. On the borrower side, Wali advised Yamama Cement Company on an Islamic financing transaction with The National Commercial Bank and Samba Financial Group to partially finance the construction of a new cement plant. Senior legal adviser Julian Johansen relocated to the Dubai office, where he was promoted to partner in September 2018.

Law Office of Mohanned bin Saud Al-Rasheed in association with Baker Botts L.L.P. has considerable experience of the oil and gas sector, and with access to Baker Botts L.L.P.'s global network, the firm finds itself instructed by many of the world's most prominent conventional energy companies. Mohanned bin Saud Al-Rasheed and Shadi Haroon are key contacts in the Riyadh office.

Dr. Saud Al-Ammari Law Firm in association with Blake, Cassels & Graydon LLP is particularly active in the energy sector, where it advises on M&A, corporate finance, and development and concession contracts. Jointly led by Saud Al-Ammari and Graham McLeod, the team provides ongoing corporate and commercial advice to multiple energy and utilities joint ventures including Rabigh Refining & Petrochemical Company, a joint venture comprising Saudi Aramco and Sumitomo Chemical, and Yanbu Aramco Sinopec Refining Company, a joint venture between Saudi Aramco and China Petroleum & Chemical Corporation.

ZS&R Law Firm in association with Hogan Lovells advises a range public and private sector deal participants including lenders, concessionaires, project sponsors and sub-contractors on energy and public infrastructure projects. Turki Alsheikh has particular expertise in non-contentious construction matters and the development of transport infrastructure projects. Christopher Cross and Sohail Barkatali are key figures in the Dubai office.

Al Tamimi & Company fields a multidisciplinary team of finance, corporate, regulatory and projects lawyers who regularly advise on real estate and power project developments, and corporate transactions in the energy and utilities sectors. Grahame Nelson, who heads the corporate, commercial and projects group, is acting for a subcontractor in a major renewables project. Other names to note include senior associate Francis Patalong, who leads the Saudi projects practice, finance lawyer Rafiq Jaffer, who relocated from the firm's Qatar office, and head of Jeddah office Rakesh Bassi, who joined the firm from DLA Piper.

Hammad Al-Mehdar & Co in alliance with Simmons & Simmons LLP has handled project finance and development matters involving port developments, mining and chemical refinery projects, and telecoms and public infrastructure mandates. Ahmed Butt has particular experience of shari'ah-compliant financing and works across the firm's Jeddah and Riyadh offices.
