Andrey Delchev and Partners – Eurolex Bulgaria is ‘one step ahead of most competitors’ and has ‘built good expertise in the water supply and sanitation sector in Bulgaria’. The practice regularly handles strategically important projects across Bulgaria and, internationally, has been advising the state of Belarus on its public service agreements between cities and water and wastewater utilities. Other highlights included advising new client Bulgartransgaz on the feasibility of gas transmissions between Turkey and Bulgaria, as well as assisting Trace Sofia with the €195m restoration of railway infrastructure between Plovdiv and Burgas. Practice head Magdalena Valova is ‘very productive’.

Djingov, Gouginski, Kyutchukov & Velichkov is ‘flexible and effective in resolving difficult matters’. It advised HSBC, as lead syndicate arranger, on restructuring the project financing of Petroceltic’s Black Sea operations, and assisted OTP Bank and DSK Bank with a €24.5m project financing of City Hospital and Clinics Group for a state-of-the-art new cancer facility. The strong team includes construction and M&A specialist Stephan Kyutchukov, head of energy Milan Pandev and finance expert Nikolai Gouginski.

Kambourov & Partners routinely handles major national construction projects, including several matters for construction company Monolit, such as assisting with its public procurement tender for the design and build of stage one of the Hemus Motorway, as well as advising on the design and construction of two factories and a third Sofia metro line. The firm is also assisting Sterling Retail with the development and construction of a new shopping centre on the Black Sea coast. Atanas Shopov is ‘a top talent’.

Arsov Natchev Ganeva has experience in national and cross-border projects. It is advising the Ministry of Transport, Information Technology and Communications on the concession agreements for the state-owned Plovdiv Airport and assisting key client Veolia and its subsidiary with the provision of water and sewerage services in Sofia. Svetlana Ganeva and Marin Arsov are the team co-heads.

CMS is advising SkyToll on the public procurement process for the design, development and implementation of an electronic toll collection system across more than 16,000km of Bulgarian road infrastructure. The practice is part of the firm’s leading energy, projects and construction group, which is led by ‘very experienced professional’ Kostadin Sirleshtov.

Danailova, Todorov & Partnersstands out for its excellent work ethic and attention to detail’; it has a track record of handling large projects in the country. Current work includes advising an Austrian construction company and its local subsidiaries on road and rail infrastructure projects. Practice head Maria Danailova is ‘an excellent lawyer with many years of experience’.

Dimitrov, Petrov & Co excels in handling public procurement processes and litigation arising from major projects. Practice head Metodi Baykushev can ‘navigate through the complicated network of project bureaucracy in Bulgarian government without any problem’. He is leading advice to the EBRD on the implementation of an e-procurement platform in Bulgaria.

Wolf Theiss is able to draw on its ‘very extensive and useful network across the CEE region’ to handle big-ticket infrastructure projects, often in a cross-border context. Anna Rizova and Radoslav Mikov are leading advice to South Stream Transport on the infrastructure and development aspects of the South Stream offshore gas pipeline.
