Andrey Delchev and Partners - Eurolex Bulgaria has ‘an unmatched track record’ in publicly funded water supply and sanitation (WSS) and infrastructure projects. Practice head Magdalena Valova is ‘an expert in concessions and PPP’; Andrey Delchev has ‘great experience in international projects and transport’; and Momchil Jivkov is ‘very knowledgeable about the WSS sector’. The firm is advising Trace Group Hold on all matters concerning the €195m redevelopment of railway infrastructure between Plovdiv and Bourgas.

CMS’ ‘international standard’ practice advises multinationals on participation in public tendering and their involvement in projects. In one highlight, the team assisted Consulgal with the implementation of an EU-financed construction supervision and consultancy service PPP contract with Vratsa Municipality. The practice is led by industry respected and ‘highly skilled’ Kostadin Sirleshtov, whose focus is energy projects. Angel Bangachev, who was formerly practice head at Tsvetkova Bebov Komarevski, rejoined the firm. Assen Georgiev is another key contact. Pavlin Stoyanoff joined Deloitte Legal Law Firm.

Djingov, Gouginski, Kyutchukov & Velichkov’s ‘very strong’ interdisciplinary group advises private companies on the project finance aspects of public procurement mandates. On the contentious side, it represents local and central government, as well as contractors, in contractual disputes. Milan Pandev is local counsel to ContourGlobal Maritsa East 3, advising the company on financing matters and its operations in Bulgaria. Stephan Kyutchukov leads on concession and infrastructure projects. Anton Krustev has significant experience in project-related litigation.

Kambourov & Partners provides full legal assistance to Monolit as a contractor on major national Bulgarian infrastructure projects, including its participation in the first stage of a €500m design-build project for part of a third Sofia metro line, which includes eight new stations. The firm is also assisting Iberdrola Inmobiliaria with its development of a holiday resort complex on the Black Sea coast. Stefan Tzakov and Atanas Shopov are key contacts, with expertise in project development and public procurement from public and private perspectives.

Arsov Natchev Ganeva handles mandates for clients on the private side of energy and WSS contracts. Marin Arsov and Jivko Rokov are advising ICGB and its multijurisdictional shareholders on the construction of a €150m natural gas pipeline between Bulgaria and Greece. Svetlana Ganeva is assisting Veolia and Sofiyska Voda with regulatory, contractual and PPP-related matters pertaining to a WSS concession in Sofia.

ExcellentDanailova, Todorov & Partners’ ‘proactive team’ has a strong record handling major projects of strategic importance to Bulgaria. The practice is jointly headed by Maria Danailova and Kaloyan Todorov, who is noted for his ‘attention to detail and ability to see the big picture’. The team advised Porr on a tender for the renovation of the Zmeyovo-Stara Zagora railway. It also advised Infosystems International on the production, implementation and commissioning of an automated fare collection system (AFCS) for urban transport.

Dimitrov, Petrov & Co’s Metodi Baykushev advised Astaldi on various projects relating to railway electrification works across Bulgaria; the firm represented the client at a hearing in an ICC arbitration regarding a complex construction dispute against the Ministry of Transport. The group assists clients with telecoms, ICT, construction and pharmaceutical PPPs.

Dinova Rusev & Partners has extensive experience advising multinational energy and mining companies on PPP and concessions in Bulgaria. The firm advises Imerys on mining concessions and various joint projects with the state. It also handles various financing matters for Bulgarian Energy Holding’s gas connection projects. Anelia Dinova and Milen Rusev jointly head the practice.

Popov & Partners advises government agencies on tendering procedures and private sector clients on public procurement matters. The firm assisted a branch of the Ministry of Interior with the preparation of tendering documentation concerning the provision of flood response systems. It is also advising Cherven Bryag Municipality in a dispute with a WSS contractor. Svilena Dimitrova is the main practitioner.

Wolf Theiss handles a number of cross-border infrastructure and energy projects, most notably various local aspects of South Stream Transport’s gas pipeline project. Anna Rizova and Radoslav Mikov are key names.
