Position
Dilmun Leach is a Group Partner in Walkers’ Jersey Investment Funds & Corporate practice group, advising on a range of funds, corporate and regulatory matters.
Dilmun’s funds practice involves the establishment and restructuring of investment funds in a range of asset classes including private equity, real estate, infrastructure, CLOs/debt, and open-ended hedge funds. He advises on the establishment and licencing of fund managers and investment advisers in Jersey, and setting up various fund satellite vehicles including carry and co-investment vehicles, and alternative investment and securitisation vehicles.
Dilmun’s corporate practice includes private equity transactions, and mergers and acquisitions including regulated trust and corporate services providers. Dilmun advises on capital markets including in relation to Jersey companies listing on various exchanges including NASDAQ and the New York Stock Exchange.
On regulatory matters Dilmun advises on all aspects of financial services laws and regulations, from the Jersey AIFMD regime, financial services law, insurance law, to anti-money laundering and novel asset classes such as medicinal cannabis and cryptocurrency.
Dilmun is an active member of the Jersey finance industry, and has spoken on funds, corporate and regulatory matters at events in Jersey, London and New York. He is involved in the development of new laws and products such as the Jersey Private Fund, LLC, and ESG initiatives.
Career
Dilmun qualified in 2009 with Herbert Smith (now Herbert Smith Freehills) and spent five years in their London office, including a six-month secondment to Bell Gully in Wellington, New Zealand. He moved to an offshore firm in Jersey in 2012. He became a group partner and head of the Jersey funds team at an offshore firm in 2017, where he spent three years growing and building the corporate and investment funds practice group from the ground up.
He joined Walkers as a Group Partner in November 2020.

Walkers‘ capital markets team handles a broad spectrum of ECM and DCM transactions, with a particular strength in acting for CLO issuers in addition to overseeing TISE listings. Nigel Weston, who heads the firm’s Jersey banking and finance team, is a debt transaction and CLO specialist, in which Julia Keppe is also a key contact, adding experience of note issuances and warehouse deals. Dilmun Leach is adept at overseeing the listing of Jersey companies on the NYSE and NASDAQ.

Walkers acts for banks and trust companies amongst a range of regulated financial services clients in relation to Jersey’s AML regime, and considerably strengthened its capacity with the recruitment of A&L Goodbody LLP‘s Sian Langley and Appleby‘s Gemma Palmer in July 2023 and January 2024 respectively. Jointly heading the team are Dilmun Leach, who advises on the island’s AIFMD regulations and the developing rules governing digital assets, and Nigel Sanders, whose practice focuses on contentious regulatory matters, including issues of competition law. Amman Bulchandani maintains a broad practice covering AML matters, consumer credit and prudential regulation. Tom Fothergill departed the firm in December 2023.
