Career

Mónica Carneiro Pacheco is a Partner and heads the Energy & Climate Change team.

She advises a roster of clients in the field of public law, with a special focus on energy law, PPP projects, public procurement, concessions, and the environment. She provides legal advice to the main national and international players in the energy sector, developing a broad range of experience within the various areas of the sector, being involved in renewable energy projects (wind, solar photovoltaic, and hydro), electricity, natural gas, cogeneration, innovation projects, privatizations, and mergers and acquisitions. In these projects, she has been involved in installation, production, transmission, distribution, supply, and grid connection in regulatory issues, licensing, contractual issues, litigation, and dispute resolution.

Mónica also has extensive experience in environmental issues, providing advice at various levels in this field, including environmental licensing, monitoring minimization measures, and environmental impact compensation.

Department head Mónica Carneiro Pacheco brings longstanding expertise regarding renewable energy facilities and infrastructure projects, assisting major energy and infrastructure developers and operators across legal, regulatory, and contentious matters. Manuel Cassiano Neves offers further expertise in project development matters, advising on complex deals as well as contractual and regulatory issues. Portugal > Projects and project finance

The team at CMS predominantly assists private sector clients – including financiers, transport concessionaires and multinational energy companies – with project development and finance matters involving Portugal and Portuguese-speaking countries. Co-head Mónica Carneiro Pacheco is a reference in the renewable energy market. Alongside her, the team is led by António Payan Martins, who specialises in project finance, particularly in the infrastructure sector; and Alberto Galhardo Simões, who heads the Lusophone Africa team, advises on projects in the infrastructure, mining and power sectors.
