Carlos co-leads Galicia’s Energy and Projects practices. He specializes in electricity, hydrocarbons, alternative energy and infrastructure, the latter with an emphasis on project finance.
Clients benefit from his vast experience in advising on complex transactions in the national and international markets. His in-depth knowledge of the sector, and creativity as a recognized specialist in the field, enables him to offer unique and efficient advice on each project.
Carlos frequently advises and represents contractors, developers, credit institutions, multilateral agencies and, occasionally, has even provided advice to the state-owned companies of PEMEX and CFE. He frequently collaborates with the Environmental, M&A, Antitrust, International Trade, Arbitration, Commercial & Civil and Administrative Litigation teams in matters related to the development and financing of energy and infrastructure projects as well as defense of client interests. Carlos’ main differentiator is offering clients an integral approach that combines the Firm’s transactional strengths, regulatory offerings and strategic capabilities in litigation with a sharp focus and unmatched record of accomplishment in the industry.

Carlos was a visiting professor of Energy Law at the University of Cambridge in the United Kingdom. He currently serves as the vice-president of Academia Mexicana de Derecho Energético (AMDE) and was the first Mexican board member in the Association of International Petroleum Negotiators (AIPN). Carlos is vice-chairman of the Energy Committee and member of the Energy Task Force for the Canadian Chamber of Commerce in Mexico.

The projects and infrastructure practice at Galicia Abogados S.C. specialises in advising on the development, financing, construction, operation and sale of infrastructure and energy projects, in addition to the negotiation of concession titles, public bidding processes, and related arbitration and litigation. The group’s diverse client roster routinely features sponsors, development banks, private equity funds and other financial institutions, along with government agencies, insurers, and contractors. Recent mandates have seen the team advise on highway, railroad, and health infrastructure projects. Eight partners share leadership; the names to note are Alejandro De La Borbolla, who focuses on the financing of energy and infrastructure projects; energy-focused Francisco Fernández Cueto; Bernardo Martínez Negrete (commercial law, life sciences, and the financing of infrastructure projects); the ‘results-oriented’ Antonio Borja and Ernesto Partida (energy and infrastructure project finance); and Eduardo García-Travesi, whose practice is centred on the financing and development of renewable power projects.
