She acts for these clients in a broad range of proceedings before the Canadian Radio-television and Telecommunications Commission (CRTC) and Innovation, Science and Economic Development Canada (ISED Canada).
Leslie has participated in all manner of policy, licensing and enforcement proceedings before the CRTC including international licensing, wholesale and retail tariffs, forbearance, foreign ownership, consumer safeguards, local access and interconnection, Internet services, numbering, do-not-call, anti-spam (CASL) and voter contact proceedings.
Before ISED Canada, Leslie represents wireless and satellite operators on spectrum and radio licensing, spectrum policy proceedings, antenna siting and sharing, equipment certification and other regulatory compliance matters.
Leslie is also a seasoned practitioner in the area of access by telecommunications service providers to municipal rights of way and other public places and to third party support structures, including poles, antennas and conduit, having acted on these matters before the CRTC, the Federal and Provincial Courts and provincial energy regulators.
In the satellite area, Leslie has unique insight into international regulation and spectrum allocations, as well as satellite market access/landing rights requirements in Canada and other countries, including the U.S., South and Central America and Europe, and into the World Radio Conference (WRC) process.
In her competition law practice, Leslie acts for clients in clearing merger transactions through the Canadian Competition Bureau and through the net benefit and security review requirements of the Investment Canada Act. Leslie provides legal and strategic advice on compliance with the criminal and civil provisions of the Competition Act, Competition Bureau investigations and section 11 Orders, and has acted for the Commissioner of Competition in abuse of dominance proceedings before the Competition Tribunal.
Leslie is also an authority on administrative and constitutional law, particularly as they pertain to communications and competition regulation in Canada. She represents clients on these matters before the Federal Court, the Federal Court of Appeal, and the Supreme Court of Canada.
