César has a Law Degree from the Pontificia Universidad Católica del Perú. He has a Doctorate in Labor and Social Security Law from the Universidad Complutense de Madrid, a Diploma in Industrial Relations for Latin American Experts from the Universidad de Bologna, a Master’s Degree in Labor and Social Security Law from the Pontificia Universidad Católica del Peru. In addition, a course in Labor Litigation Skills from California Western School of Law and a Master’s Degree in Advanced Studies in Social Security from the Centro Interamericano de Estudios de Seguridad Social (CIESS) of the Universidad Pablo de Olavide de Sevilla.
