His professional practice focuses on expertly and skillfully managing highly-complex matters, which has enabled him to participate in varied and important investment projects, advising domestic and foreign clients. In 2010, he was appointed by the President of the Republic as the highest-ranking authority for water matters in Chile, as Director of the General Bureau for Water, where he led a team of experts from the World Bank in the elaboration of a report to diagnose water resources and their institutionality for the definition of the National Strategy for Water Resources. While in office, he led the creation of the National System for Water Information, the drafting and discussion of 2 bills of law to amend the Chilean Code of Waters and the Chilean Code on Criminal Law, and the elaboration of the texts that later resulted in the regulations for Underground Water Exploration and Exploitation, Large-Scale Hydraulic Works, and Ecological Flow-Rates.
