Position

Carol E. Rosenthal, a real estate partner, has over 30 years of experience as development and land use counsel to developers, businesses, and non-profit institutions. She has successfully guided clients seeking zoning amendments, special permits, variances, state and city environment quality reviews, landmarked site approvals and other governmental approvals for some of New York City’s most significant development projects.  She has broad-based experience in project development, housing, transportation and joint public-private initiatives, and has represented clients in numerous transactions for the transfer of development rights, government acquisitions, and turn-key developments.

Career

Ms. Rosenthal joined the Firm as a partner in 2007. Ms. Rosenthal is a former associate counsel to the New York City Department of Planning (1986 to 1988) and was an Adjunct Professor of New York Law School, where she taught land use law, and was a partner at other law firms before joining Fried Frank. Ms. Rosenthal frequently teaches at conferences and seminars for clients and professional organizations and has contributed numerous articles and papers for publication. Additionally, Ms. Rosenthal served as law clerk to the United States Court of Appeals for the Ninth Circuit.

Memberships

Ms. Rosenthal is a trustee and on the executive committee of the Citizens Budget Commission; a member of the Advisory Council of Van Allen Institute; and a board member of the Citizen’s Housing and Planning Committee.  She also serves on the Advisory Board for Cityland, a publication of The Center for New York City Law of New York Law School, and on the  Zoning and Design Committee of the Real Estate Board of the City of New York.

Education

Ms. Rosenthal earned her JD from New York University School of Law, where she was a staff member and note and comment editor for Review of Law and Social Change, and her BA from Brandeis University, magna cum laude and Phi Beta Kappa. She also attended the London School of Economics and Political Science as a general course student.
