Zita Aguilera advises state agencies and private companies on public procurement matters for the execution of infrastructure projects (public works and public-private partnership agreements), as well as for the procurement of goods and services. She has considerable experience in drafting and negotiating state-to-state agreements, which implement technical assistance services through Project Management Office (PMO), and international contracts, such as International Federation of Consulting Engineers (FIDIC), New Engineering Contract (NEC), and with Building Information Modeling (BIM) methodology.

She also advises on administrative sanctioning proceedings, administrative appeals, government control processes, and dispute resolution and prevention mechanisms, such as dispute boards, conciliation and arbitration.
