As a member of the firm’s Real Estate & Construction team, Sandra Mikli advises clients on issues concerning planning and building law.

Expert on planning and building law. Before joining Sorainen, Sandra headed the construction and planning law codification working group at the Estonian Ministry of Justice. The group drafted Estonia’s new Construction and Planning Act plus an explanatory memorandum.

Elaborating data protection law. While working at the Estonian Ministry of Justice, Sandra was one of the negotiators for the data protection reform package in Estonia, helping to form the country’s opinion in this matter for submission to the EU. During Estonia’s EU presidency, she dealt primarily with draft regulation on e-privacy.

Academic character. Lecturing on construction and planning law at the University of Tartu and TalTech, Sandra has trained judges, state authorities and local governments. In addition, she has published several articles on planning and building law issues.
