Career

Emmanuelle Mignon, a former member of the Conseil d’Etat, France’s highest administrative court, joined the Public Regulatory Affairs department at August Debouzy as a partner in February 2015.

In June 2023, she established the firm’s Brussels office, which she co-leads.

After graduating from the Ecole Nationale d’Administration (ENA), a prestigious institution for French civil servants, Emmanuelle Mignon began her career at the Conseil d’Etat. Her roles included serving as a rapporteur in the litigation and internal affairs divisions, leading the legal research center, acting as a government commissioner, and holding the position of assessor. She also spent eight years advising Nicolas Sarkozy across his ministerial and political roles, including as his Chief of Staff during his presidency. From 2010 to 2012, she was the General Secretary at EuropaCorp.

Emmanuelle Mignon’s expertise spans all facets of public law, encompassing economic, constitutional, and European dimensions. Her profound understanding of public law and governmental operations greatly benefits the firm’s clientele in both advisory and litigation engagements. Her tenure at the Conseil d’Etat and within French administration saw her coordinating the preparation of diverse legal, constitutional, legislative, regulatory, and European texts.

Emmanuelle Mignon is also an educator, teaching French and European public law, along with public governance, at Sciences Po Paris. She frequently speaks at the Centre des Hautes Etudes Militaires and has lectured on litigation before European courts at Université Panthéon-Assas (Paris II).

August Debouzy houses one of France’s top regulatory practices and the firm’s capabilities have been further enhanced by the opening of an office in Brussels in Spring 2023. The team, which has a deep and direct practical knowledge of the public sector, is entrusted by many leading French and international companies and investment funds to assist with their most sensitive and challenging projects. It is notably advising on major regulatory, permit and environmental issues linked to major new strategic initiatives (LNG storage, CO2 capture, e-battery factory projects) and is regularly mandated by companies wishing to challenge the current French and EU regulatory framework. It is routinely involved in work relating to the defence, transport and media sectors. Finally, the team also advises on foreign investment authorisations linked to M&A deals, and is also proficient in the public procurement field. The team is jointly headed by the highly regarded Vincent Brenot, Emmanuelle Mignon and Nicolas Baverez, with counsels Hélène Billery and Ghislain Minaire providing additional support.

August Debouzy combines depth of bench with a breadth of notable instructing clients, many of them key global players.
