Emmanuelle Mignon, a former member of the Conseil d’Etat, France’s highest administrative court, joined August Debouzy’s Public Regulatory Affairs & Environment team as a Partner in 2015. In June 2023, she established the firm’s Brussels office, which she now co-leads.
After graduating from the Ecole Nationale d’Administration (ENA), a prestigious institution for French civil servants, she began her career at the Conseil d’Etat. Her roles included serving as a rapporteur in the litigation and internal affairs divisions, leading the legal research center, acting as a government commissioner, and serving as an assessor. She also spent eight years advising Nicolas Sarkozy across his ministerial and political roles, including as his Chief of Staff during his presidency.
From 2010 to 2012, Emmanuelle Mignon served as General Secretary at EuropaCorp.
Her expertise covers the full spectrum of public law, including economic, constitutional, and European aspects. With her high level of technical expertise in public law and her deep understanding of government operations, she provides invaluable support to the firm’s clients in both advisory and litigation matters.
During her time at the Conseil d’État and within the French administration, she coordinated the drafting of numerous legal, constitutional, legislative, regulatory, and European texts.
Emmanuelle Mignon teaches French and European public law as well as public governance at Sciences Po Paris. She is a regular speaker at the Centre des Hautes Études Militaires and has also lectured on European litigation at Panthéon-Assas University.
