Ghislain Minaire provides advisory and litigation support to public and private sector clients on matters related to public procurement, regulatory compliance, and environmental law.

He has developed particular expertise in the energy, transportation, waste management, and wastewater sectors.

Ghislain was admitted to the Paris Bar in 2013 and joined August Debouzy in 2023 after 10 years’ experience at a French law firm specializing in public law. Before becoming an attorney, he served as a judicial assistant at the French Council of State (Conseil d’Etat), gaining valuable experience in high-stakes litigation.

As a graduate of the Paris Institute of Political Studies (Sciences Po Paris) and the University of Paris I Panthéon-Sorbonne, Ghislain possesses strong expertise in public procurement, a sharp ability to address complex legal issues, and extensive experience in litigation before administrative courts.
