Leon litigates and advises in the field of market regulation and government regulation, with a focus on telecom and energy. He has ample experience in the fields of administrative penalties, enforcement by supervisory authorities, government liability, abuse of a dominant position, various systems of permits, division of scarce public rights, regulation of property, tariff regulation, and regulated access to markets or networks. Leon has ample administrative-law litigation experience; he frequently appeared in proceedings before national supervisory authorities, courts, the Council of State, the Trade and Industry Appeals Tribunal, and the European Court of Justice. Besides, Leon specializes in public access to information held by the government.
