COLOMBIAN GOVERNMENT – NATIONAL PLANNING DEPARTMENT

We have advised the National Planning Department, for the evaluation of competition within a sector of the Colombian economy, emphasizing on Non-Tariff Barriers to foreign trade that could restrict free competition. The analysis was reflected in the presentation of three deliverables that included the conclusions of the consultancy.

GOVERNMENT OF COLOMBIA (MINISTRY OF COMMERCE, INDUSTRY AND TOURISM AND PROCOLOMBIA)

We have advised Ministry of Commerce, Industry and Tourism and Colombia´s Export promoting entity, Procolombia, on an extensive study of the local regulation on the trade of services and a benchmark which included the regulations of countries known for their best practices on the subject. The program was financed by the Inter-American Development Bank. Our role in the first stage was to research and identify the regulation related to service export to Colombia, in order to point out barriers and good practices. In the second stage, we researched the best practices from countries known to be leaders in the subject. Finally, we drafted a road map with suggestions for regulatory modifications that the Colombian Government could make in order to enhance the export of services from Colombia. This has been important because it was a project because it represented a joint effort with the Government in order to identify the regulatory barriers in Colombia for the trade of services and the best practices that Colombia could adopt.  This study was developed for the first time in Colombia.

FUNDACIÓN CTIC

Advice Centro de Tratamiento e Investigación sobre Cáncer Luis Carlos Sarmiento Angulo (CTIC), an oncological hospital developed by Luis Carlos Sarmiento Angulo built in a Free Trade Zone, on the trade operations required with the acquisition of equipment under the Free Trade Zone regime. PHR closely followed up on to the effects of the Tax Bill for CTIC particularly the changes related to Free Trade Zones and explained them to CTIC. This was relevant because it allowed CTIC access to a clear and updated interpretation, in order to assess the impact that the tax bill would have.

ANADARKO COLOMBIA COMPANY SUCURSAL COLOMBIA

We have advised Anadarko, a branch of a foreign company dedicated to extracting crude petroleum oils, under the status of an off-shore Free Trade Zone, in the request before the Ministry of Commerce of an extension of employment commitments acquired under the free trade zone regime.

ADIDAS

We represent ADIDAS interests throughout the judicial process related to the customs valuation controversy regarding its imports in of the years 2010, 2011 and 2013. We successfully concluded this litigation obtaining a decision favorable to the interests of adidas, decision which has an impact on other ADIDAS litigations on the same issue.
