Carey‘s full-service practice handles the gamut of public law mandates, including administrative and constitutional law work, regulated markets-related matters, and administrative and constitutional litigation. In relation to litigation, the team acts before the ordinary courts, Court of Appeals and Supreme Court, as well as the Constitutional Court, the Public Procurement Court, the Transparency Council and the General Comptroller of the Republic. The department is also home to experts in constitutional rights, public procurement, public concessions, sanctioning procedures, regulatory compliance, state-owned company-related regulations, and legislative and regulation enactment. The team is co-led by Camilo Lledó, a January 2024 returnee from Chahuán Letelier Lledó; and senior counsel Patricio Zapata. Lledó is an administrative, constitutional and regulatory law specialist, whose practice covers concessions, public procurement and litigation before Chile’s administrative bodies; and Zapata’s career includes serving as a member of the Presidential Advisory Commission on Transparency and Probity. At associate level, Carolina Baeza advises national and international clients, public entities and state-owned enterprises on public law issues; José Ignacio Millañir is experienced across administrative, constitutional and regulatory law; Sergio Cifuentes acts in constitutional litigation; and Martin Canessa‘s workload encompasses concessions and public procurement work. Former senior associate Juan Ignacio Alarcón departed in December 2023 for the Undersecretary of Crime Prevention.
