Career

Luis is Director in BLP’s San José, Costa Rica office. He specializes in Environment, Health & Safety, and Mining practices. He is also an environmental consultant for ZONE, a company within the BLP Group dedicated to environmental consulting in Central America.

He has extensive experience advising national and foreign companies in compliance with environmental regulations, ensuring the rights of natural resource companies involved in water concessions, power generation, and mining exploitation. He has also advised on the importation of regulated substances, environmental compliance, and occupational health audits, and has gained

outstanding experience in environmental litigation on behalf of national and international companies, including environmental criminal cases, which have set precedents in Costa Rica.

In the area of due diligence, he has analyzed compliance with environmental legislation with an emphasis on real estate and tourism projects.

After beginning his legal career in Venezuela, he joined the BLP team as an Associate in 2017.
