Senior partner at Arrieta Mantilla & Asociados. Among the most outstanding activities that the firm has developed, Dr. Mantilla has acted as lawyer in arbitration courts and judicial proceedings and has served as permanent adviser of entities in the public and private sectors, in matters of public contracting, Public Private Partnership contracts, contracts of concession, financing of projects, financial closings of infrastructure projects, among others.

In his work at Ecopetrol S.A. he was responsible for structuring projects for construction and operation of gas pipes. Between 1995 and 1996, he was Vice-president of the Infrastructure Projects of Corporación Financiera del Valle – CORFIVALLE, and member of the Board of Directors of Fiduciaria Colombiana de Comercio Exterior S.A. Between 1999 and March 2000 he was the Director of the National Road Institute – INVIAS (for its Spanish acronym).

He was professor of the Faculty of Law at Universidad de los Andes, in the PPP contracts in the infrastructure class.
