Holds a Master’s degree (2013) and a Ph.D. (2022) in Public Law from the University of São Paulo (USP), with a solid background in Public Law, focusing on public procurement, administrative contracts, and regulated sectors. He has extensive experience in structuring, monitoring, and renegotiating infrastructure contracts, as well as in litigation before audit courts, the judiciary, and in arbitration proceedings. He is an active member of several institutions and committees dedicated to public contracts and arbitration. Guilherme has taught in postgraduate courses and also serves as an arbitrator listed by ARBITAC and CAM-FIEP
