Career

Paul Mansouri is a projects and banking lawyer based in Dubai. Paul has extensive experience of PPP and project finance transactions with a focus on the energy, renewables and infrastructure sectors.

He advises on the full range of financing and project documents including facility agreements, equity support agreements, power purchase and concession agreements. Based in the Middle East for over three years, Paul has advised governments, sponsors and lenders on major projects across the Middle East. Previously, Paul was based in our London office where he advised on projects in the UK, Europe and Africa for seven years.

Paul advised the sponsors TAV Havalimanlari Holding A.S, Saudi Oger Limited and Al Rajhi Holdings (the TIBAH Consortium) on the financing and construction of the US$1.2bn expansion of Madinah Airport in the Kingdom of Saudi Arabia. This is the first full PPP (Public Private Partnership) project in Saudi Arabia and one of the largest infrastructure projects in the Middle East in 2012. Paul also advised the Government of Kuwait on the construction and operation of a Umm Al Hayman Wastewater Treatment Plant PPP, Kuwait.
